Background to the Standard ISO14001
The Australian Standard was released in November 1996.
However, some Australian companies have sought and gained certification
following the British Standard. The Australian Standard 14000 is very similar
to the British standard BS7750.
The Environmental Management System Standard ISO 14000 [EMS] was established to encourage companies to be more aware of their impact on the environment and responsible for their waste, training their employees to minimise waste and look at aspects of company behaviour that affect the environment, local and global.
Quality Management ( ISO 9001 / ISO 9002 ) is separate from EMS although some companies can work to reduce paperwork and procedures by integrating the two standards. Occupational Health and Safety [OHS] requirements can also be incorporated into the system
Companies with EMS can hold and broaden their market by showing consumers
and local communities that they are certified to a recognised environmental
standard. Their procedures for dealing with environmental issues are open
to the public, shareholders and consumers. They can request that suppliers
to their company are also certified and that they are actively training
all staff for environmental awareness, observation, measurement and corrective
action. They are also prepared for emergency remediation.
An EMS is recognised as being proof of "due diligence"
in court, because the system itself shows that efforts were taken to prevent
pollution or damage to the environment.
It can mean a reduction in the fines imposed and this is important, especially
when we consider the potential fines..
The proposed changes to the fines imposed by the Environmental
Protection Authority [EPA]
in NSW, AUSTRALIA, include Tier 1 (deliberate negligence)
to increase to $I mil and 7 years jail, Tier 2 to increase from $5,000
to $125,000 and Tier 3 (minor charges) to increase to $1,500 . A Tier two
fine would include accidental damage and the cost of a legal defence could
be enormous.
There are thousands of reasons in dollar
terms, to implement an ISO14001.
Companies can be held to their ideals and be made accountable for breaches in meeting Environmental System Management goals and standards. Communities have a way of evaluating company behaviour and can actively support companies with environmental accountability- consumer power. They can monitor the company's activities and be part of the communication process under that clause. Most companies include in their Environmental Policy a commitment to consult interested parties.
